Current situation:
Gradually over time and changes in political, social and economic terms in the country, tobacco production shrinks its size in the city center leaving behind a wide-4-5 storey massive buildings. With its specific facades and spatial characteristics, they are one of the determining factors in the environment which have remained till nowadays the spirit of the times in which Bulgaria has been considered the "economic miracle." They represent also the cultural values of the industrial type, something not so common in our country.
The Concept:
After examining the characteristics of the environment and analysing its problems and considering some of the foreign best practices, here we present a proposal for the rehabilitation of the entire region. A general plan for development of the territory of tobacco warehouses is needed in which to be laid down a system of relevant exploitation of the buildings, together with rules and guidelines for design and interrelation with the existing buildings. All these should happen on the principle of public-private partnership funding systems of the European Union and be accompanied by appropriate levers of control and sanctions.
